The Commonwealth Ports Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The United States Secretary of Transportation has granted the Commonwealth of the Northern Mariana Islands an exemption from the requirements of the Department of Transportation’s Minority Business Enterprise (MBE) regulation, which later became the Department of Transportation’s Disadvantaged Business Enterprise program, as it relates to FAA grant programs. The Secretary of Transportation has not determined that a portion of those requirements should be reinstated.
A Disadvantaged Business Enterprise (DBE) is a small business concern that is at least 51% owned by one or more individuals who are both socially and economically disadvantaged or in the case of a corporation, in which 51% of the stock is owned by one or more such individuals; and whose management and daily business operations are controlled by one or more socially economically disadvantaged individuals who own it.

Upon completion of the review, you will receive a letter of certification or a denial letter explaining the reasons and the appeals procedure.
If you are certified, the certification is valid for a maximum of three years.
Your certification must be updated annually through the submittal of a notarized affidavit and submittal of your firm's federal income tax returns.
